Liberty Tower (One Liberty Place) is a 61-story, 945-foot skyscraper. Prior to its construction, there was a gentlemen's agreement not to build any structure in Center City higher than the statue of William Penn on top of Philadelphia City Hall. There was a great amount of opposition to the construction of the towers but construction was approved and the first phase of the project began in 1985 and was completed in 1987. When One Liberty Place was completed, it was the tallest skyscraper in Philadelphia.

City Hall in Center City. Center City includes the central business district and central neighborhoods of Philadelphia. It comprises the area that made up the City of Philadelphia prior to the Act of Consolidation, 1854, which extended the city borders to be coterminous with Philadelphia County. Greater Center City has grown into the second-most populated downtown area in the United States, after Midtown Manhattan in New York City, with an estimated 193,000 residents in 2018.
